Commissioning & Startup Superintendent
General Description
The Commissioning & Startup Superintendent is responsible for planning, coordinating, and directing all startup, commissioning, testing, troubleshooting, owner training, and turnover activities associated with HVAC and mechanical construction projects. This position serves as Lee Mechanical’s technical leader for commissioning operations and is responsible for ensuring safe, efficient, and successful system startup from installation completion through owner occupancy.
The Commissioning & Startup Superintendent works closely with Project Managers, field supervision, Service personnel, controls contractors, equipment manufacturers, TAB contractors, commissioning agents, owners, engineers, and general contractors to ensure mechanical systems operate as designed and project turnover requirements are achieved.
This position will initially leverage Lee Mechanical’s Service Department resources to support startup and commissioning activities while developing a dedicated Startup & Commissioning Team to support the company’s growing portfolio of healthcare, industrial, educational, mission-critical, manufacturing, and data center projects.
Essential Duties and Responsibilities:
Leadership & Department Development
- Lead startup and commissioning activities across multiple projects.
- Develop commissioning schedules and manpower plans.
- Coordinate commissioning resources, including Service Technicians and future dedicated commissioning personnel.
- Recruit, train, mentor, and develop startup and commissioning team members.
- Establish company standards, procedures, and best practices for commissioning operations.
- Provide regular commissioning status updates to project and company leadership.
Startup & Commissioning
- Develop and execute startup and commissioning plans for HVAC and mechanical systems.
- Coordinate equipment startups with manufacturers and vendors.
- Troubleshoot system deficiencies and coordinate corrective actions.
- Verify equipment operation, sequence testing, and system performance.
- Coordinate functional performance testing and integrated system testing.
- Ensure systems are operating as designed prior to owner turnover.
Controls, TAB & Project Coordination
- Coordinate commissioning activities with Project Managers, field supervision, controls contractors, TAB contractors, manufacturers, and commissioning agents.
- Review startup and TAB reports and coordinate resolution of identified deficiencies.
- Facilitate integration between HVAC equipment, controls systems, and building automation systems.
- Participate in project meetings and maintain alignment with overall project schedules.
Owner Training & Service Transition
- Lead owner training and system demonstrations.
- Coordinate manufacturer-provided training when required.
- Ensure owners receive all required operating, maintenance, warranty, and troubleshooting information.
- Facilitate project turnover to Lee Mechanical’s Service Department.
- Identify opportunities for preventative maintenance agreements, service agreements, and long-term customer support solutions.
- Strengthen communication between Construction and Service Operations to ensure successful customer transition.
Documentation, Safety & Quality
- Maintain commissioning logs, startup reports, deficiency logs, and turnover documentation.
- Coordinate closeout documentation related to startup and commissioning activities.
- Ensure commissioning work is performed safely and in accordance with company policies and project requirements.
- Promote quality workmanship, system performance, and customer satisfaction.
- Support company QA/QC initiatives and continuous improvement efforts.
Additional Responsibilities
- Assist in building and leading a dedicated Startup & Commissioning Team.
- Develop company-wide commissioning standards and documentation procedures.
- Support warranty-related activities and complex operational troubleshooting.
- Maintain current knowledge of HVAC systems, controls technology, commissioning practices, and industry best practices.
- Perform other duties as assigned.
Key Competencies/Qualifications:
- Strong leadership and team-building abilities.
- Advanced knowledge of HVAC and mechanical systems.
- Strong understanding of hydronic systems, air-side systems, controls integration, central utility systems, and equipment startup requirements.
- Working knowledge of building automation systems and commissioning processes.
- Thorough understanding of union labor practices and effective utilization of union workforce resources.
- Ability to mentor and develop union journeymen, service technicians, and future commissioning personnel.
- Ability to read and interpret plans, specifications, equipment submittals, controls drawings, and sequences of operation.
- Strong troubleshooting, communication, organizational, and leadership skills.
- Proficiency with Microsoft Office software.
- Experience with Procore Project Management software preferred.
Experience Requirements:
- Minimum 10 years of experience in mechanical construction, HVAC service, startup, commissioning, or a related field.
- Previous experience as a Foreman, General Foreman, Superintendent, Startup Technician, Service Supervisor, Commissioning Specialist, or Commissioning Leader preferred.
- Extensive knowledge of commercial and industrial HVAC systems.
- Experience with chilled water systems, heating water systems, boilers, chillers, air handling systems, VRF systems, controls integration, and building automation systems preferred.
- Current OSHA 30 Certification required.
- United Association (UA) or SMART Union membership, apprenticeship training, or equivalent union trade experience required.
- Demonstrated experience coordinating startup, controls integration, TAB activities, owner turnover, and HVAC system commissioning.
- Experience leading field personnel, subcontractors, manufacturers’ representatives, and startup teams on large commercial, industrial, healthcare, mission-critical, or data center projects.
Physical Requirements:
- Regular walking and standing on active construction sites.
- Ability to climb ladders, stairs, and access rooftop and mechanical room equipment.
- Ability to occasionally lift and carry up to 50 pounds.
- Ability to work in varying weather conditions and construction environments.
- Ability to travel to multiple project sites as required.
- Ability to effectively communicate with employees, customers, vendors, and project stakeholders.
- Ability to utilize computers, tablets, and software applications required for project documentation and reporting.

The Commissioning & Startup Superintendent is responsible for establishing and leading Lee Mechanical’s startup and commissioning function. This role bridges Construction Operations and Service Operations while ensuring successful system startup, owner training, project turnover, and long-term customer support.
